South Carolina Hispanic Emphasis Program/Asian Pacific Islander Program

 

The Hispanic Emphasis Program (HEP) and Asian Pacific Islander Program (APIP) are two separate programs that are managed by one Program Manager.  The HEP/APIP manager assures the needs and problems of persons of Hispanic origin and Asian Pacific Islander origin are taken into consideration in the NRCS workforce in South Carolina. The HEPM/APIPM seeks to ensure that Hispanics and Asian Pacific Islanders have an equal opportunity to compete for federal employment and promotions.

 

Rafael Mendez is currently the HEPM/APIPM in South Carolina.  He is a native of San Juan, Puerto Rico, and earned a Bachelor of Science degree from the University of Mayaguez in Agronomy and Soils in 1992.  Mendez arrived in the United States with his family in June 2002, after accepting a position as a Soil Conservationist in Sumter County.  He is currently working as a Soil Conservationist in Newberry County.
